Yes, but please purchase a license. Note the
following license types:

Temporary (3-day) Resident Fishing
(Type 220) - Valid for 3 days for a Texas resident.

Temporary (14-day) Resident Fishing
(Type 210) - Valid for 14 days for a Texas resident.

Special Resident Fishing (Type 203)
- Required for any Texas resident fishing in the public waters of
Texas who is at least 65 years of age and was born on or after
September 1, 1930; or is legally blind.

Non-resident Fishing (Type 205)
- Valid for 5 days for all non-Texas residents who fish public
waters.

Temporary Non-resident Fishing
(Type 207) - Valid for 5 days for non-residents.

Fishing Guide License (Type 600
Resident; Type 700 Non-resident) - Required for any person who
for compensation, accompanies, assists, or transports any person
engaged in fishing in the waters of the state.
